Hand over Miao-Vijoynagar road to BRO, demands Committee

ITANAGAR, Oct 26: Miao-Vijoynagar Road Joint Action Committee has demanded that Miao-Vijoynagar road be handed over to the Border Road Organisation (BRO).

In a press statement, the Committee opined that the road should be handed over to BRO under the Pradhan Mantri Gramodaya Yojana (PMGY).  

It said that the Committee would oppose any effort to bring in construction agencies other than the BRO.

“Road communication is the backbone for uplifting and development of people of the area, therefore, access to proper road communication is the fundamental right of the people and denial of the same is infringement of their rights, the Committee in a release said while ruing the delay in construction of the road.

The people of Vijoynagar circle under Changlang district have to cover about 157 KM on foot to reach the nearest town Miao for purchasing their essential commodities, education of children and medical treatment.

The UPA government, under PMGY Scheme had sanctioned a huge amount of public money running to crores of rupees for construction of the Miao-Vijoynagar Road and foundation stone was laid on February 21, 2013.

The residents of Vijoynagar had anticipated that the road construction would be handed over to BRO but to the astonishment of all, tenders were floated and the construction companies fought for the tender, till the matter reached the doors of the High Court, the Committee added in the release reiterating their demands for handing over of the road project to BRO.

 

 

State inks MoU with Spices Board

National seminar on spices concludes

ITANAGAR, Oct 26: Continuing the state government’s mission to encourage cultivation of spices crops in Arunachal Pradesh, the Department of Horticulture entered into a memorandum of understanding (MoU) with the Spices Board of India (SBoI) at a city-based hotel here this evening. This is the first such MoU that the Board has entered into with any state in the country.

The MoU was signed by SBoI Chairman A Jayathilak and State Horticulture Secretary, Suresh Kumar in the presence of SBoI Member and OSD to CM, Dr. Hatobin Mai. It came after the two-day national seminar on spices under Mission for Integrated Development of Horticulture which was organized by the SBoI in association with the Horticulture Department at Banquet Hall here.  Speaking to mediapersons,Dr Mai later highlighted the salient features of the MoU, informing that the SBoI will set up two auction centres for spices one at Namsai and another at Kimin along with model nurseries in the eastern, western and central zones of the state. The models nurseries will, inter- alia, provide quality control facilities.   

The Board will provide a subsidy of 30 percent per hectare to the spice cultivators, while the state government will chip in with another 20 percent per hectare subsidy. Further, while the Board will initiate steps to document the State’s indigenous spices, the State government will facilitate their marketing through its buyback policy, Dr. Mai said, adding that Chief Minister Nabam Tuki is keen on including spices cultivation as one of his government’s flagship programmes and giving top priority to providing tools and techniques to the state’s spices cultivators.

“Our aim is to bring about a ‘Spice Revolution’, along the lines of the White Revolution and the Green Revolution,” Dr. Mai said. “The buyback policy will be a three-way process between the State government, NGOs, and the SBoI to bring the buyers directly to the doorsteps of the growers; it will thus rid the market of middlemen.”

On the government’s intention to turn Arunachal Pradesh into a hundred percent organic farming state, Dr. Mai exuded optimism. “The state is already 82 percent organic in terms of farming,” he said. “It will require just a little push to take it to hundred percent.”

“Organic foods contain no harmful chemicals; on the other hand, the ‘organic’ tag itself is a value-addition and ensures that the products sell like hot cakes,” he said.

“An avenue has been created for growing and marketing the spices of the State, and we must ensure that the farmers are made aware of this holistic development,” he said.    

SBoI Director (Development) S. Siddaramappa while stating that Arunachal Pradesh has huge potential for organic spices, especially Large Cardamom, Ginger, Turmeric, and Star Anise, said the Board will assist the farmers through various schemes in this regard.

 

 

EKSWCO up ante against absentee officials

PAKKE-KESSANG, Oct 26: In order to crack down on absentee government officials including teachers in the district, East Kameng Social Welfare and Cultural Organization(EKSWCO) has resolved to pursue the district authority so that it takes strong action against the government officials who evade duty and remain absent from their respective posting place. It said that government officials and officers who are posted at remote places never turn up to their posting places leading to stagnation of official works. EKSWCO, an organization of five communities such as Nyishi, Aka, Sajolang, Puroik and Galo in East Kameng also resolved to discourage the mushrooming of clan based organizations in the district, which is believed to be the divisive force of communal harmony. The prevailing social menace like ‘fine system’ over motor vehicle accidents was also vociferously condemned by EKSWCO. The organization also agreed to take up the issues and grievances of minority communities in the district.

On early marriage which is believed to be prevalent across the district, the parental organization also felt to root out the menace by creating awareness among the parents and children.

Speaking on the technical session of EKSWCO 6th general conference at Pakke-Kessang, Deputy Commissioner Sandeep Kumar Singh urged every individual to cooperate with the district administration.

ADC Pooja Jain called upon the people to take responsibility in creating awareness on ill effects of early marriage.

Earlier, Mara Kocho Superintending Engineer with BSNL Shillong gave Power-Point presentation on “East Kameng Needs Farsightedness Leaders and Visionary” and Ajit Tajo, Junior Engineer, gave presentation on “Early marriage and its effect on the society.” All Nyishi Students Union GS Nyanya Gollo gave Power- Point presentation on “Re-systematization of education in East Kameng district.”

Newly elected EKSWCO Chairman Safar Pao sought cooperation from the people in order to run the organization effectively.

 

 

Slow justice delivery owing to weak policing, slow judiciary and political interference

ITANAGAR, Oct 26: In the last few months crime graph have suddenly risen in the state. The killing of businessman KP Chacko, rape and murder of 35-year-old woman at Garo under Gensi circle and another rape cum murder of a woman at Jang near Tawang, followed by murder of young  student Hage Hassang and rape of his female friend at Hapoli town is chilling reminder of how unsafe Arunachal has become off late.

Over the years, state has witnessed systematic rise in the crime graph and many attribute weak legal justice system as root cause for this.

This journalist spoke to many police officers, lawyers, citizens and judges who privately shared their views. Police tends to blame politicians and lawyers for failing to support them in their fight against criminals.

“Politicians cutting across political parties are all same. They are coward who don’t have the guts to take on criminals. Moment we arrest any criminals they start calling us and interfere in our work,” shared a senior police officer, who was once posted as SP capital.

He continued, “While chasing the criminals if we injure them in encounter, politicians start getting worried and vanish from the scene. Many a times we are forced to treat such injured criminals in hospitals from our own pocket. Top of that, the family members of accused often starts targeting us. If the system does not support us, how can society expect us to wipe out the criminals?”

Police also claims that even though they file charge-sheet after collecting all the relevant evidence, often criminals walk out free from jail.

“All these years I have supervised many criminal cases and with great difficulties we file charge-sheets. However, public prosecutor had always let us down. Despite preparing the best case, we lose the case. Such incident deeply demoralizes the police,” said a Superintendent of Police.

On their part, the lawyer fraternities blame faulty selection procedure of public prosecutor for such lapses.

“In our state even legal justice system is controlled by the politicians. Public prosecutors (PP) are politically appointed. They don’t count experience while selecting the government advocate. Only by having good political connection one can get appointed. How can we expect these political chamchas with no proper experience to give their heart and soul for the criminal cases,” said a senior lawyer.

He went on to add, “It is unfair to blame PP for losing the case. Most of the time it is seen that even police does not prepare proper charge-sheet. Our local police are not technology updated and often that becomes the biggest obstacle. Also we have to keep in mind that often threats and intimidation to lawyers and judges makes life difficult while delivering the verdict.”

Police are pinning hope that separation of judiciary from executive will change the scenario in the state.

“Earlier it was EAC, circle officer or DC who occupied the judiciary position. As these people deal with the public, on a regular basis, being government servants, sometimes they were influenced by the criminals or their family members.  Many criminals managed to acquit themselves by taking advantage of such situations. However independent judiciary keeps tab of the cases and therefore police remains alert and do proper follow up of the case,” informed a Sub-Divisional Police Officer.

When the question of conviction rate of criminal arises, the legal fraternity themselves are deeply divided over it. “Rate of conviction has been very poor in the past. One of the main reasons was faulty filing of charge-sheet and secondly the administrative officer who acted as judge got busy with other works, thereby neglecting the judiciary,” said Taloh Potom, additional district magistrate who once discharged the duty of CJM.

Budi Habung, Member Secretary Arunachal Pradesh State Legal Services Authority differed with the general view and claimed that good numbers of criminals are being convicted for committing various offences.

“The separation of judiciary from executive is having positive impact. Now cases are being taken up on more professional and priority basis. Rate of conviction has improved and a visit to various jails of Arunachal will give one a better idea,” said Habung.

While the people holding responsible positions may continue to argue over the reasons for the rise in crime, the ordinary citizens feel that Arunachal police as a whole has miserable failed them.

“In our state majority of criminal cases never get registered. The moment victim approaches the police, they tries hard to discourage them from filing FIR and instead suggest for compromising the case.  Naturally criminals get encouraged by such action and victim loses the will to fight,” shared Tarh Eha, a resident of Naharlagun.

This sums up the whole deliberation.

 

 

7th Kathina Civara Dana-cum-Achariya Kanto Poi celebrated in a unique way

OLD CHAMPU, Oct 26: Unlike previous years, the 7th Kathina Chivara Dana cum Achariya Kanto Poi was celebrated this time in a different and unique way from October 24 to 26 as many endeavors considered ‘first’ were ‘accomplished’.

The most significant step was the allowance of religious platform to address various socio-cultural issues prevailing in the society.

The concept that culture and religion can co-exist together was acknowledged. The 3-day religious event witnessed devotees thronging from Manmau, Nampong, Jairampur, Namsai and Chongkham areas in hundreds.

A Dharma Sabha was held yesterday largely attended by reverend monks representing different monasteries of Assam and Arunachal Pradesh. Highly revered monks from Thailand and Bangalore also joined the podium.

Nampong-Jairampur MLA Laisram Simai and T.S Ronrang also participated in the Sabha along with host of dignitaries.

MLA Simai said, “Misinterpretation in the past by a ‘few’ religious leaders led to decline of cultural glory. We should not confine religious practice to ourselves but we got to treasure and preserve our cultural and tradition.”

While lauding the selfless service of revered monks, Simai said religion abides us together and plays vital role in changing the fabric of society by bringing drastic changes. Simai, who comes from a farming family, encouraged the youths by stating that ‘If I can become an MLA despite my humble background, you too can achieve the same tomorrow. It can be realized by prioritizing education and setting certain goal.’ He advised for pursuance of education not for the sake of it but with certain goal and determination to achieve it.

Referring to Prime Minister Narendra Modi’s initiative of Swachch Bharat Abhiyan, Simai urged all concern to live disciplined life by keeping their surroundings clean and hygienic and set example in societies.

Taking part in the discourse, The Miao Times editor Pisi Zauing was of the view that religion and culture should go together as it will foster love and unity. Besides Poi (festival) we should organize religious congregation to share and comprehend Buddhism as a religion and way of life, he added while requesting Bhikkhu Sangha and religious leaders to intervene to ward off various social ills, like drug addiction prevailing in the society.

The gathering of monks blessed devotes and prayed for their well being.

 

 

Moyong , Ering contribute fund for infrastructure development

PASIGHAT, Oct 26:  Health Minister Kalikho Pul and Education Minister Tapang Taloh held a meeting with Medical Officers of General Hospital Pasighat yesterday after the inaugural function of the GNM School at Pasighat.

Speaking on the occasion, local MLA Kaling Moyong appealed to the visiting Health Minister to establish a Medical College at Pasighat. He assured to provide Rs five lakh from his MLALAD fund for infrastructure development of the hospital.

MP Ninong Ering also sanctioned Rs. 10 lacs on the spot for infrastructure development of the hospital and assured to provide land for the proposed medical college free of cost.

JDHS Lego presented a detailed progress report on the activities carried out in the hospital on the occasion.

APSLSA holds interaction meet with banks and insurance companies

ITANAGAR, Oct 26: The State Legal Service Authority conducted an interaction meeting with the branch managers of all scheduled banks and insurance companies of Capital Complex recently.

The meeting was organised to gather firsthand information about the actions initiated by the banks and insurance companies to refer their pending cases in the ensuing national Lok Adalat scheduled on December 6 next all over the state.

Speaking on the occasion, Member Secretary Budi Habung called upon the participants to give their best in referring any pending cases and pre-litigation cases. He also assured all help from the state authority. He further informed that the district and session court Yupia is holding a preliminary hearing on November 30 for the Lok Adalat and also requested them to utilise the opportunity. He further requested the representatives to issue instruction to their subordinate banks in the districts.

The meeting was attended, among others, by Dani Belo,OSD, state authority, branch managers of Canara Bank, Itanagar and Naharlagun, Viyaja Bank, Itanagar and Naharlagun, HDFC Bank, Itanagar, UCO Bank, Itanagar and Oriental Insurance Co Ltd Naharlagun.

 

 

Former EAC dies

ITANAGAR, Oct 26: Former Extra Assistant Commissioner (EAC) and winner of President’s silver medal Taw Tara breathed his last after a prolonged illness today at his native village Pitapool, Yazali of Lower Subansiri, according to family source. Noted social worker and reformer, Tara was awarded silver medal by the President of India in 1982 for his spectacular performance in successful conduct of ‘Caste Based Population Census-1981’.

Born to late Taw Kubu in 1956 at Pitapool, he started his primary education at Govt. School, Old Ziro and did his graduation from JN College, Pasighat in 1982. He entered in government service as a Sub-Inspector of Statistics (SIS). Later, he joined as Circle Officer in 1992 and promoted to EAC in 2005.

An able and dedicated officer, he served in various places like Pasighat, Khemyong, Lumla, Bomdila including some places in Kurung Kumey and his home district Lower Subansiri. He retired as Extra Assistant Commissioner on May 30 this year.

He also served as Gram Panchayat Member (GPM) and then as Anchal Samity Member (ASM) and fought against social evils, like child and forced marriages, witchcraft, etc, which were widely prevalent in Nyishi community in those days.  

“His demise is an irreparable loss not only to the family members but also the entire community,”said Nyishi Elite Society (NES) in a release while  recalling his immense contribution to the community,

He is survived by two wives, four sons and six daughters, informed NES in a release.

Student found dead at Pasighat

Pasighat, Oct 26: The body of Lalmuankima Chiawngthu, a 4th year student of College of Horticulture & Forestry, Pasighat has been found  near Komlighat today.

SI Nani Nama, I/O, informed that a case has been registered at Pasighat PS and investigation launched.

As per initial police report, there are injury marks on the body of the deceased. A bicycle and a cell phone have been recovered from the spot. The post mortem report is awaited and samples have also been sent to Kahilipara, Guwahati for forensic examination.

The body has been sent back to Mizoram this evening, from where the student hailed.

 

Cycling expedition to Tawang

ITANAGAR, Oct 26: A group of professional cycling enthusiasts from Bangalore, who are promoting cycle-tourism and long distance cycling in India, arrived in Guwahati on October 25 for a cycling expedition to Tawang region of Arunachal Pradesh.

Mahesh Patil, the expedition leader said, “We take pride in cycling across new and unexplored trails, scaling newer heights across the length and breadth of the country”. Over the last six to seven years, the team has undertaken numerous expeditions crossing several passes in Himalayas, cycling from Manali to Leh, Kunzum La pass near Spiti Valley, North Sikkim like Gurudongmor Lake and Yumesamdong.

The team comprises people from various professions who are highly experienced dealing with hostile conditions, especially high altitude expeditions, with the sole intention of promoting cycling as means to realize eco-friendly and responsible tourism, primarily across unexplored parts of the country.

In October 2012, they were the first group ever to successfully cycle across the entire North Sikkim on cycle with enthusiastic assistance from the local administration and received extensive media coverage.

Northeast based tour operator, East India Travel Co, with assistance from NIMAS, Dirang is facilitating the expedition by providing logistical support.

 

Arunachal to participate in T20 Cricket tourneys

ITANAGAR, Oct 26: Arunachal Cricket Association (ACA) has announced a 13-member team, including an official, for T20 Cricket Tournament for the age grou of U-23 to be held in Dimapur, Nagaland from November 4 to 7. The state will also to participate in U-16 tournament to be held in the same venue from October 31. Both the tournaments are being organized by Nagaland Cricket Association.

 

Poi-Panchong

ITANAGAR, Oct 26: The 36th Poi-Panchong was celebrated at Manfaiseng village, around 8 kilometres from Namsai on October  25.

A total of 47 villages of the district with an estimated 8000 people are reported to have participated in the event.

According to custom, after the completion of three months Rainy Retreat (‘Varshavasa’), the Theravada Buddhist community of the entire district gather at a particular location and celebrate ‘Poi-Panchong’.

The host village is responsible for managing the celebration starting from community feast to other activities.

Poi-Panchong started in 1978 at Chongkham. Since then, it is celebrated every year in different villages which is fixed by the Arunachal Pradesh Bhikkhu Sangha (APBS).

 

DC assures fresh survey

ITANAGAR, Oct 26: Sippi Sinyik Sangam Welfare Society (SSSWS) in a release claimed that the Upper Subansiri Deputy Commissioner has assured to conduct fresh survey of land acquisitioned for construction of the 2-lane road from ‘0’ Point, Daporijo to 24 Km, Taliha in the presence of land the owners.

The assurance was given to the Society in a meeting with the Deputy Commissioner, BRTF authority and concern HOD, SSSWS said in a release.

The affected villagers are alleging that the survey of the acquisitioned land for compensation was not conducted properly and in compliance with Land Acquisition Act. Further, no public hearing was held before the acquisition was done.

The society also informed that the Deputy Commissioner has assured to pursue with the government regarding construction of the Polytechnic College at the site proposed by the society for which the society is offering land free of cost.

 

Training held

ITANAGAR, Oct 26:  One day training for progressive farmers on Apiculture Development organized by the Papum Pare chapter of Arunachal Bee and Honey Mission under Department of Agriculture was held at Balijan on October 24.

Inaugurating the training, ADC Chukhu Takar suggested the progressive farmers to take benefits of the training.

Mission Director TD Neckom highlighted the objective of the mission and its benefits for the people of Balijan area. Elucidating on the importance of honey bees, he said that honey bees are most valuable insects for mankind. The mission was aimed to create a roadmap for promotion and development of honey and encourage the honey enterprises.

 

Chopa receives Rashtra Vibhushan Award

ITANAGAR, Oct 26: New Delhi-based Foundation for Accelerated Community Empowerment (FACE) has formally awarded Rashtra Vibhushan Award to Editor of The Arunachal Pioneer, Chopa Cheda recently at New Delhi.

Chopa was selected for the award under the category of ‘Young Entrepreneur’. This year the FACE has formally awarded RVA to 29 personalities from across the country.

This award was conferred on the personalities working in diverse fields, in recognition to their outstanding contribution for national economic and social development during a national seminar.

Mega serial Mahabharat’s Bhim-famed Parveen Kumar, who attended the function, termed the award as a source of inspiration for the awardees to work in their respective field with renewed zeal and vigour.

Lauding the NGO for organizing such an event, Kumar said that such a venture should be initiated by the government instead of a NGO like FACE.

 

ASHAs trained on malaria prevention and control

ITANAGAR, Oct 26: Itanagar Diocesan Empowerment Association (IDEA) and Caritas India in collaboration with District Vector Borne Disease Control Programme (DVBDCP) Papum Pare trained 14 Accredited Health Activists (ASHAs) on malaria prevention and control in a training programme conducted at Tarasso PHC on October 24 and 25.

The training aimed at building capacity of ASHAs in early diagnosis and treatment of all malaria cases and reducing morbidity and mortality.  

The chief resource persons of the training were Techi Pekhi Tara, Consultant of DVBDCP and Millo Alla, Laboratory Technician, PHC Tarasso.  

IDEA in partnership with Caritas India (NGO) has been supporting DVBDCP in terms of organizing training for the ASHAs in whole Papum Pare district.

All together, 188 ASHAs from various PHCs and CHCs, including Balijan, Doimukh, Chimpu, Basarnallo, Jote, Kimin, Sagalee, Leporinag and Mengio and Tarassso were trained, an IDEA release informed.  

ASHAs have tremendous role in sensitizing the community for adopting effective preventive measures like use of bed nets and indoor residual spray (IRS), the release said.

 

HWS felicitates meritorious students

ITANAGAR, Oct 26: Heche Welfare Society (HWS), a Dumporijo based NGO, felicitated the meritorious students of the society, who excelled in Class X and XII examinations conducted by CBSE during its 12th foundation day at Dumporijo.

Attending the programme, MLA Paknga Bage (Heche), who was also felicitated on the occasion, said that there is no short-cut to success; sincerity, dedication, hard-work with perseverance is essential for reaching the desired goal in life, he said.

HWS president Karjum Kamdak called upon the society members to make every effort to make HWS as one of the vibrant societies. He highlighted the various activities taken up by the society.

Besides Dumporijo, the day was also celebrated at Basar, Baririjo and Itanagar on the same day.

 

Swachch Bharat Mission

DAPORIJO, Oct 26:  The month-long cleanliness drive conducted by Public Health Engineering Department (PHED), Upper Subansiri covering various places in the district concluded here yesterday.

The social service conducted under Swachch Bharat Abhinyan covered all the five constituencies in the district Taliha, Nacho, Siyum, Lemeking and Daporijo.

To create awareness on cleanliness, the Department also organized rallies involving students, general public and government staff carrying placards and banners reading health and hygiene related slogans.

The importance of maintaining high degree of health and sanitation practices including tips of hand washing were also taught to the participants during the awareness campaign that were conducted in the sideline of each social service.

Earlier, cleanliness drives were conducted at Tikre and Pakam colonies by colony welfare committee.

Let us learn from Andhra CM

In his maiden visit to the Far East Asia after taking over as chief minister, Chandrababu Naidu will don the role of chief executive officer of Andhra Pradesh in clinching business deals and attracting investors to the state. Naidu has hired leading consultant PricewaterhouseCoopers Pvt Ltd (PwC) to sell ‘Brand Andhra Pradesh’ to the governments and investors in China, Japan and South Korea when he visits these countries in November-December. PwC will in its capacity as Content Developer and Investment Facilitator will prepare the ground for the CM’s visit, fix the appointments and sell the state in order to mop up investments. As per the GO issued on Saturday, PwC will bring out an attractive investment booklet for the AP government and prepare an infrastructure opportunities profile of the state. 

Government of Arunachal should study the method adopted by Andhra Pradesh Chief Minister. Despite blessed with rich natural resources, Arunachal has miserably failed to attract the private investment and the image of state has taken severe beating over the years. Today the name of Arunachal is synonymous with corruption and poor law and order issue. It is wrong to make such assumption, as many parts of state do not face any law and order problem. Also many investors are not aware about the potential of doing business in Arunachal. Therefore, it would be fitting if our state government hires some renowned consultant and try to improve the image. Unless we hard-sell our potential, no business house will themselves come looking for business opportunities. It’s time to re-brand the ‘brand Arunachal’.

Woes of a Circle

Dear Editor,

Through your esteemed daily, I would like to highlight the problems and hardships of people of my village, Dollungmukh under Lower Subansiri district.  

Dollungmukh circle comprises of four Gram Panchayat Segments and spreads over 11 villages approximately and stretches all over the right bank of Subansiri River where the 2000MW Hydro Electric Power Project is set up and in progress to be commissioned.

It is to bring to the notice that Dollungmukh is deprived of power and water supply. Numerous problems and hardships arise due to nonexistent state of Power and Water supply. There is no power or electricity in Dollungmukh since last 2 years and more. Electricity is very basic to a developed area. What to say of smart classes! Students who want to devote their times in studies cannot do it because of no electricity. Poor people cannot afford those costly solar lamps, candles or burning oils.

In such a state, a basic standard of life cannot be maintained and would not be possible for an outsider or any govt staff to stay there for discharging their duty. Hence may be some of them prefer to stay back at Assam. No electricity, no recreation, after the daylong household and field works, villagers don’t have other options but to go for drinks and be merry at the risk of their health. Hospitals need 24 hrs of Electricity but Dollungmukh is totally dark. There are mobile phones but no electricity.

Yet another major problem in Dollungmukh is Water Supply. There is no water supply, wells are the last resort but innocent people don’t know that these are the carrier to all those water borne diseases. Dollungmukh is malarial endemic region. There is no potable water, wells dry up in winter, and in summer people are afflicted with numerous kinds of diseases.

I have never seen any villages having so much of potable water scarcity like Dollungmukh.

In today’s age no one would like to stay at such places where basic facilities like water and electricity are not provided.

Govt officers and officials could not stay at Dollungmukh because of various reasons. Water and electricity is the main reason I suppose. Who is responsible and who is answerable?

Tourism, a sole money spinner

Dear Editor,

After incongruous Hydropower scenario, Tourism seems to be sole money generator for the people as well as government of Arunachal. I would like to draw the attention of State Government and Tourism Department in particular that some basic homework has to be done before pledging big-big word to promote tourism in the State. mere publicity through colourful catalogues, pamplets, information booklets are not adequate and still in a nascent stage. It is often observed that begging funds from centre, promotion of festivals, imparting trainings, seminars inside the closed conference room are not fetching desired dividends till date unless working out on small details and mitigate the unsolicited factors responsible to  attract tourists.

I am a frequent traveller across the state and whenever I undertook travelling from my home town Aalo  to some other places, the first thing that pain me is non-availability of good line hotel, from Aalo to Likabali to fill my empty stomach, good room to relax and refresh for a while, clean and hygienic lavatory etc.

I peeped and tried almost every line hotel in the quest for fresh and well cooked food but it’s appalling that I sometimes suffered food poisoning.

For the sake of filling starved stomach, the passengers scoff whatever is served on a plate without questioning its freshness. Possibilities of causing Contagious endemic diseases cannot be ruled out if potable water provided by these line hotels is consumed while having food. So, now a day’s anyhow, people reach Subansiri in Assam to fill their hunger and quench their thirst with varieties and better quality food.

This is the veracity of woeful things not only happening along my district but all the places in our state. Just imagine, what would be the impression of the tourists visiting our state as it is said that “first impression is the last impression”.

Whenever a visitor entering into our state, what welcomes them at the sight are roads in shamble and drain conditions, potholes, somehow erected check post balancing with swathed stones, untidy and foul odour emanating from urinals.

As we know that government alone cannot do everything, contribution of public too is necessary for creation of tourist congenial environment in our Arunachal. Government should sum up comprehensive principles like cleanliness; impart training and awareness campaign at the specific locations and spots where it needs the most.

Local administration and leaders must be equipped with prerogative powers to check and maintain the decorum and every hotel should be strictly instructed to have clean and hygienic eatables and toilets for the passengers.

The wisdom of the Government deserves support

Dear Editor,

The recent steps for reshuffling and rational posting of teachers across the state are worthy of appreciation rather than criticism. There is no denying the fact that the far-flung areas have been deprived of teachers for many years. Although, we have around forty thousand teachers on pay-roll; an artificial shortage of teaching staff has been created owing to urban concentration of Govt teachers. The RTE has remained mostly on papers only. Remarkably, work culture has rapidly declined after massive salary enhancement in accordance with the 5th & 6th CPC recommendations. Prior to that, their pay was meagre. Nevertheless, they were very sincere in duties. Grant of Incentives one after another has failed to bring any desired impact. Consequently, the responsibilities are shouldered by only around 30-35 % of the staff. This small but sincere section is overworked and confined to the remote areas for years together.

Let us not react as if transfer/posting of government employee is a crime. It is the prerogative of the Govt. to exercise transfer and posting of its employees after ascertaining the position or requirement. Evidently, the measures taken by the concerned Minister are aimed at controlling the decay in this sector. The wisdom of the Government deserves support from all quarters in the larger interest of the students who are future of the society.

It would send a wrong message if the Govt. fails to deliver justice to the needy students. In any case, the grievances of the students in remote areas should be accorded the topmost priority.

Joy of bursting crackers and child labour

Dear Editor,

During the Diwali season, lots of articles, editorials and letters appear on different news papers protesting against the crackers which not only give rise to air and sound pollution; but also inflict terrible pain upon the eardrums and hearts of vulnerable babies, senior citizens and patients.

These protests against the perverseness in the name of that Indian "holy cow" named religion are extremely praiseworthy, but rarely do we view the menace from another angle.

Apart from the much talked-about ill-effects of the crackers; the industry, which produce it, also brutally promotes child labour --- the innocent vulnerable ones being made to slave day in and day out in the most unfriendly conditions. If we learn to visualise the tears and utter helplessness of those hapless kids before bursting a fire cracker, we will certainly succeed in desisting ourselves from reaching out to the match box. If all people are inspired to not sponsor the industries which exploit the children, the units are bound to suffer an immense financial loss. They would be left with no other option but to spare the children and employ the adults. And instead of being merely rhetoric; different welfare schemes need to be urgently launched for the rescued children. Space/Moon/Mars mission can wait; at first human dignity and child welfare needs to be ensured.

To eradicate the dreaded policy of apartheid, the world did not wage a war with arms against South Africa. Instead the international community merely boycotted from the country from every affairs. Along with the struggle of Nelson Mandela, the tactics of boycott also played a great role in putting an end to the apartheid regime. Similarly, the inhuman fire cracker industry can also be taught a lesson if we refuse to get lured by the "joy" of bursting crackers and instead learn to boycott it.
